Abstract

Cultural  Industries face  a  new   challenge  characterized   by the   transformations caused   by  digital  technology. Between the  nume­ rous  questions that are  opened bejore  this process  the  necessity  arises  to reframe the  role  that the  diverse state  institutions (central,  autonomic and   local)  develop in  the  planning and   implantation  of  communica­ tional  and   cultural  policies.  In   this   paper   is  offered   an   historical panoramic  of   the   relationships   between  the   State  and   the   Cultural Industry until arriving at  the  present time, a period  oftransition  (and logicalty of  uncertainty)  towards the  Digital Era.  As  it happens in  all new   stages,   enormous opportunities  ana  advantages   are   raised,  but  also  some  threats and   risks;   andas  much  as  others   they   are  described and   analyzed  in   the   following pages.   As  the   last   part,  is  shown,  in front of  the   new  reality, the   necessity  to  create   on  the  part   of  public powers   new   cultural  policies to  confront  the   emergent situation  and  take  advantage of  the  advantages that are  doubtlessly offered.
